(Al-Qasas) 28 : 56
إِنَّكَ لَا تَهْدِي مَنْ أَحْبَبْتَ وَلَٰكِنَّ اللَّهَ يَهْدِي مَنْ يَشَاءُ ۚ وَهُوَ أَعْلَمُ بِالْمُهْتَدِينَ
Indeed, you don’t guide whom you wish; but Lord Allah guides whom He wishes, and He is the most Knowing with the guided.
As the Lord is Impartial, He will not guide or stray anyone. Since nobody can make anyone a believer, Messengers and believers are commanded only to convey the Message Adhikr. Since Adhikr is formed as the Splendid Book, without It nobody can become a believer as explained in verse 10: 100. So whoever testifies the Truth Adhikr, It is for his own sake, and whoever turns blind against It, it is astray is for herself as explained in verse 10: 108. See explanation 2: 272; 7: 178 and 14: 1.
